Overview

Expanding the XBRL Taxonomy for Compliance with DOGE Section Four

The nation’s infrastructure is undergoing a seismic shift, and a collaborative approach is required from us all.

The nation’s infrastructure is decades old with processes that are also decades old that need to be modernized.

The built environment in its early years represented the greatest infrastructure the world has ever seen.

Next generation-built environment will rely on data, data interoperability and require data standards.

Next generation platforms will innovate new risk analytical tools and enable new products and services for predictive analytics that better manage risk.

Expanding the XBRL taxonomy to enable next generation infrastructure will help Make

Infrastructure Great Again.

Next Generation Infrastructure for Local Energy and Food Resiliency

Our collaboration proposal is to identify data elements for incorporation into the XBRL taxonomy, and to contribute towards the ongoing development of innovative platforms by enabling the IDEA data standard with new data elements as needed.

This collaboration response is a continuation of prior and current federal initiatives like Orange Button and SolarApp and legislative acts like the 2014 DATA Act, 2023 Financial Transparency Act, 21st Century IDEA and the 2023 Infrastructure Acts (IRA & IIJA) that seek to establish digital ecosystems to innovate next generation infrastructure.

The eXtended Business Reporting Language (XBRL) and the International Financial Reporting Standard (IFRS) are already aligned and establish the International Digital Ecosystem Architecture (IDEA) that can be expanded to reduce the estimated 40% waste in construction, align public and private data across multiple international market sectors, improve risk management and expand opportunities for small and local businesses.

Rebuild LA Hackathon Challenge - Digitizing the Permit Process

The DOE SunShot program provided funding for the Orange Button to expand the XBRL taxonomy for data interoperability with the capital markets for infrastructure work.

One byproduct is the SolarApp, a digital permitting platform for residential solar.

There is a upcoming Hack-a-Thon for Rebuilding LA and one of the key challenges is all the building permits that need to be processed, estimated around 9,500.

The learning curve on how to develop a digital permitting solution could be a great resource for LA County and we are exploring participation in the Hack-a-thon to contribute that knowledge and lessons learned.

Process to Expand the XBRL Taxonomy

The Participation Pool for the submission to various pilots, including the USDOT ADCMS 2026 grant program is simply those entities and individuals that have offered to participate in the public review and comment period ultimately undertaken by XBRL US.

Expanding the XBRL taxonomy will involve a process to identify what data elements are already in the taxonomy and what data elements need to be added for the four data sets proposed in the 2026 ADCMS proposal and incorporated into all pilots.

Once we have identified the data elements that need to be added we will prepare a request to XBRL US to have those new data elements formally incorporated into the XBRL taxonomy.

XBRL US will provide a budget to undertake the process.

XBRL US will then undertake a review and comment period for stakeholder input and feedback.

The review process will allow everyone to see what data elements are being added, and to offer suggestions for additional data elements to be added either in the current round or subsequent updates in the future.

In the US, Staten is exclusively focused on the California C&I market at this point. In addition to a stellar execution team, the company has relied on several innovations to successfully compete in the hypercompetitive California market. These include Sub-Grade installations and Levee Mount Systems (first in the world!) for large Agricultural clients; and global supply chain optimizations.

I am passionate about serving the construction industry and have founded BuilderPay, a revolutionary platform that enables immediate payment to subcontractors and suppliers at the task completion or product delivery level, using "enterprise" blockchain technology.

As the Chairman and founder of Builderchain, Inc., I lead an e-commerce platform that uses "enterprise" blockchain technology to create significant business value through digital transformation for the construction industry. BuilderChain is partnered with Microsoft to provide next-generation operational gains for the construction industry.

I have extensive experience in the industry, having joined my family's residential construction company in 1983, where I played a key role in accommodating our growth from constructing 100 single-family homes per year to over 500 homes per year. I also acquired and implemented the FAST Management System (full scope ERP), as well as implemented one of the first “command post” daily scheduling operations in the country at our construction company that leveraged critical queuing and buffer management reporting.

My experience also includes acquiring and staffing our CAD/BIM software application and studying Constraint Management at the Goldratt Institute in New Haven, Connecticut, which I applied directly to our homebuilding operations.

While I do not administrate software applications, I take a hands-on approach to understanding its utility and commonly take classes and exams on various business applications, including Salesforce and Microsoft Dynamics administrator certifications. I am particularly excited about the potential of the "Product Configurator" application to improve e-commerce order accuracy and speed.

I attended the Herff College of Engineering and the Fogelman College of Business and Economics at the University of Memphis and was previously a member of the Audio Engineering Society and Acoustical Society. I also owned and operated a subcontracting company designing and installing large sound reinforcement systems as part of the commercial contracting.
