Transitioning to Next Generation Digital Infrastructure

Digital Ecosystems for Autonomous Neighborhood Electric Vehicles (ANEVs)

Background

The extensive utilization of autonomous vehicles like Waymo, Zoox and others combined with new regulations for Autonomous Neighborhood Electric Vehicles (ANEVs) make low cost ANEV’s as a solution for “last mile” potentially viable.

The Construction Finance Data (CFD) Working Group is a collaboration convening public and private stakeholders to accelerate the transition to digital by offering information and guidance to stakeholders for how to engage in the digital ecosystem based on open standards.

Public and private entities are invited to participate and engage with various pilot projects that can accelerate their transition to digital to provide operational gains.

One pilot is CFD is offering to lead an exploration to determine the feasibility of ANEV’s being produced at a low enough cost so individual ownership is possible with a digital ecosystem that enables ANEV’s to generate more monthly revenue than cost.

Opportunity

Communities that have ANEV’s providing low-cost last mile connectivity to public transportation should see ridership increase, more cars off the road, with more citizens able to get to jobs and more employers able to attract employes with transportation included in compensation.

Pilot Project – ANEV’s Procurement Modernization

CFD will coordinate

  • RFP for manufacturers to respond with the feasibility and estimated costs for DMV compliant ANEV’s for consumers to purchase.
  • Capital markets to enable consumers to access finance, insurance and surety by leveraging standardized digital ecosystems for procurement and administration.
  • Ride sharing apps to incorporate the ANEV into their suite of options for users, and administration for ANEV owners.

Costs and Obligations to Participate

There is no cost or ongoing obligation to issuing an RFP.

The benefit to all stakeholders is more information on what works, and an understanding of what challenges represent barriers.

Process

CFD and leading public agencies issue an RFP to potential ANEV manufacturers to respond with the feasibility and estimated cost range for an ANEV that can operate withing a two-mile radius of each transportation center.

Stakeholders will review and act accordingly.

If feasible and implemented - Mission accomplished.

If not feasible - to learn from the process.
